The Head of the Administrative Control Authority, Sulaiman Al-Shanti, announced on Sunday the investigation into 204 cases related to public funds, and the indictment of 554 individuals in violations that took place in 2021 and before, explaining that the number of cases registered during the period from January 1 to December 1, 2021 amounted to 216. Al-Shanti also remarked that 47 individuals were referred to the relevant disciplinary councils in 14 cases, except for 27 cases that were closed, and 6 cases that were not dealt with administratively, pointing out that the total number of 120 case files were investigated in the offices of the authority. Al-Shanti also referred to the failure to preserve the public funds, forgery in official documents, the use of public funds for purposes outside their intended purposes, the use of forged memberships, embezzlement of public funds, and abuse of job powers, in addition to negligence in performing job duties, and erroneous behavior that resulted in the unlawful spending of public funds. He further explained that the delay in the 2021 report was due to technical issues, but the authority referred a copy of the report to the legislative authority last August for opinion. The report comes less than a week after the issuance of the Audit Bureau annual report, including important observations and recommendations about the entities subject to its control.

The President of the Libyan Presidential Council (PC), Mohamed al-Menfi, met Saturday with the Chairman of the African Union Commission, Moussa Faki, on the sidelines of the United Nations General Assembly’s 77th session in New York. The meeting dealt with the permanent support of the African Union Commission to achieve the reconciliation project led by the Presidential Council to reach stability in Libya. Al-Menfi stressed Libya’s pioneering and historical role in establishing the African Union, praising the efforts of the Chairman of the African Union Commission and his keenness to support the political track by raising the Libyan file at all African summits.

The government of Fathi Bashagha, designated by the House of Representatives, has authorized permit for an anti-corruption protest in Benghazi next Friday, September 30. This comes in light of the public release of an audit report by Libyan Audit Bureau, which documents misuse of public funds by the Tripoli-based government led by Bashagha’s rival Abdul Hamid Dbeibeh in 2021. Dbeibeh’s government had refused to give permit to a similar protest, which was scheduled to take place in Tripoli last Friday.

What we are seeing effectively is the Supreme Court becoming completely politicized and completely becoming part of the conflict,” said Jalel Harchaoui, associate fellow at the Royal United Services Institute and leading expert on Libya. He told Al-Monitor, “Now you have effectively a Supreme Court president recognized by Tripoli and another one who just got designated by Saleh.”The Supreme Court is the highest judicial authority in Libya’s four-tier court system, and as such acts as the court of last appeal in legal matters, according to a report on the Libyan legal system published by New York University. The Supreme Court is composed of several chambers and, most importantly, has jurisdiction as a constitutional court. Reacting to the parliament’s move, the CDA declared in April that the chamber’s decision was not constitutional, and called on the Supreme Court to reactivate its constitutional circuit to examine it. Redoubling its bid, the parliament ordered in early September that the Supreme Court should begin sitting in the eastern city of al-Bayda instead of Tripoli.

The command disclosed that the 35-year-old mother was identified as Adedoyin Awoyele while two other teenage girls as Khadijat Babalola and Risikat Ganiyu. According to the comptroller, the three victims of human trafficking were coming from Lagos and Oluyole area of Ibadan in Oyo State. They were arranged for Libya by human traffickers through Sokoto, but were intercepted on their way at the Kebbi border patrol base in Yauri. “We are not doing this on our own but to protect the victims of human trafficking.

The United States and four European countries pledged their support to the new Special Representative of the UN Secretary-General for Libya, Abdullah Batili, in his mission to bring security and political stability to Libya. The United States of America, together with Germany, the UK, France and Italy today – in a joint statement released by the Libyan News Agency – reaffirmed the support of the United Nations to ensure free, fair and inclusive presidential and parliamentary elections in all parts of Libya as soon as possible and laying the constitutional foundation countries. On the sidelines of the UN General Assembly in New York, officials of the five countries discussed the importance of realizing Libya’s aspirations and achieving security and stability in the formation of a single authorized executive body to prepare for the elections.

At a Tripoli press conference today promoting the Libya Oil, Gas and Renewable Energy Fair (28 to 30 November 2022), Oil and Gas Minister Mohamed Aoun said the fair is to encourage international companies to return to or enter the Libyan oil sector. Aoun complimented the Oil and Gas Ministry for its success in preserving oil revenues for the state and said its aim is to maintain current oil production while continuing exploration and development to increase production. However, he said the Libyan private sector must enter the industry with the sector’s existing high standards which are imposed by international partners. US ambassador and envoy to Libya, Richard Norland, said that the two prime ministers in Libya cannot run the country, referring to Abdel Hamid al-Dabaiba and Fathi Bashagha. In his statements to Sky News Arabia, Friday, Norland made it clear that resolving the Libyan crisis requires a general agreement on a fully legitimate government that has strength and trust to manage the affairs of all Libyans, and this will only happen through elections. Norland stressed the need to overcome the current state of mistrust in Libya and move as quickly as possible towards holding elections, adding that Libyans alone are the ones who decide the future of their country, but the lack of trust between the Libyan parties and some regional parties is fueling the conflict. The US ambassador said that there are security and economic interests at stake, so solving such deep problems will not be easy.

US State Department Counselor Derek Chollet has stressed the need for Libyan leaders to work towards a framework for elections without delay. "Members of the P3+2 met in New York today, and we all agree on the need to support the head of UNSMILibya, Mr. Abdoulaye Bathily, to restore momentum to Libya’s political process," the US diplomat tweeted on Friday. In a video recording, Norland said they noticed great interest and new ideas during the ongoing meetings on the sidelines of the UN General Assembly's gathering in New York. "The United States is working closely with partners in the diplomatic community, and with Libyan visitors... to try to restore momentum to the Libyan electoral process," Norland said. He said all actors are aware of the importance of moving quickly to reach the elections in light of the current violence in Libya.

The United States, United Kingdom, Germany, Italy and France have jointly reaffirmed their support for the newly appointed U.N. Envoy to Libya Abdoulaye Bathily and for the U.N. mediation aimed at “producing a constitutional basis to enable free, fair, and inclusive presidential and parliamentary elections throughout Libya in the shortest possible time”. The joint statement was released in subsequence to a meeting on Libya held between “senior officials” representing the five western powers on September 22 on the margins of the U.N. General Assembly in New York. “The officials also discussed the importance of fulfilling Libyan aspirations for the transparent management of oil revenues and agreeing on a unified executive with a mandate focused on preparing for elections,” reads the statement. “Participants strongly rejected any use of violence and reiterated their support for full implementation of the October 23, 2020 ceasefire agreement.”
